Welcome to the Jersey Safeguarding Partnership Board Child Protection Procedures Manual

These procedures are for everyone who works with or cares for children and young people, including paid or unpaid practitioners, carers, family members, and members of the public.

The Jersey Adult Safeguarding Partnership Board Policy and Procedures Manual cover the adult at risk population.

In Jersey, the legal framework for safeguarding is underpinned by the Children (Jersey) Law 2002, which places duties on all professionals and agencies to safeguard and promote the welfare of children up to the age of 18. The Children and Young People (CYP) (Jersey) Law 2022 strengthened this, embedding a culture of shared responsibility and early help across services. Multi-agency collaboration is a cornerstone of this framework, supported by core procedures and practice guidance from the Safeguarding Partnership Board (SPB) Jersey.

These Procedures are relevant to all practitioners (paid or unpaid) who work with children (including the unborn child), as well as those who work with adults who are parents/carers and who therefore hold responsibility for safeguarding and promoting the welfare of children. These Procedures should be read alongside the Children and Young People (Jersey) Law 2022, the commensurate Statutory Guidance and the Jersey Children’s First Framework (JCF)

Practitioners must follow the Statutory Guidance on sharing information (which follows Data Protection (Jersey) Law 2018).

These Procedures have been extensively updated. They are commissioned and collaboratively delivered by Jersey Safeguarding Partnership Board.

Practitioners must refer to the Children and Young People Safeguarding Referrals Procedure.

The Safeguarding Introduction Chapter should be read before accessing the manual for the first time.
